Scouts Canada recently changed their policy on youth-leader ratio. You can find out some information about what the ratios were before on the Scouts Canada wiki; the new ratio requirements are one Scouter for every eight youth (with a minimum of two Scouters) across all sections. Scouter Joe, who sent in some email feedback, and the Canadian Scout Collectibles Facebook group that he runs.
